This briefing pack is for trade association secretariats evaluating a member benefit arrangement with certificatesofconformity.co.za. It covers the regulatory context, what the platform does, the proposed member benefit structure, and ready-to-use copy for newsletters and member portals.
1. The Regulatory Context
The South African Bureau of Standards (SABS) gazetted the Pre-Export Verification of Conformity (PVoC) programme in Government Gazette No. 54374 on 20 March 2026. From 20 September 2026, every shipment of Phase 1 goods from Mainland China must be accompanied by a Certificate of Conformity (CoC) issued by an accredited inspection body before the goods leave China.
Phase 1 covers five product categories: solar PV products, furniture, cosmetics and toiletries, children's toys, and electrical appliances. Any association member who imports these goods from China is directly in scope.

The consequence of non-compliance: goods arriving without a valid CoC after 20 September 2026 will be held at the port. Storage and demurrage costs typically run R3,000–R8,000 per day. Goods may be refused entry or returned at the importer's expense.
2. What certificatesofconformity.co.za Does
certificatesofconformity.co.za is the documentation infrastructure layer for the PVoC programme. It does not inspect goods — that is done by accredited inspection bodies (CCIC, SGS, Intertek, Bureau Veritas) in China. What the platform does is:
- Accepts the CoC PDF from the importer after the inspection body has issued it
- Computes a SHA-256 cryptographic fingerprint of the document in the user's browser (the original PDF never leaves the user's device unencrypted)
- Issues a permanent public verification URL in the format

- Retains the document for 5 years to satisfy the Customs and Excise Act Section 101 retention requirement
The clearing agent includes the verification URL in the SAD500 submission. SARS Customs and BMA agents can verify the CoC in seconds by scanning the QR code or entering the URL — without requesting the original PDF.

5. FAQ for Member Queries
Is this mandatory?
Yes, from 20 September 2026 for Phase 1 goods from Mainland China. Government Gazette No. 54374 (20 March 2026).
Does this replace the CCIC/SGS/Intertek inspection?
No. The inspection is done by the accredited body in China. This platform registers and verifies the CoC document after it has been issued.
Is the original PDF stored on the platform?
Yes, encrypted, for 5 years (Customs Act retention requirement). The SHA-256 hash is computed in the user's browser — the document is never transmitted in plaintext.
Who operates this platform?
