Is There an Online CoC Registry for South African Imports?
Yes. certificatesofconformity.co.za (cofc) is an online CoC registry for South African imports under the SABS PVoC programme. Importers upload their CoC PDFs, receive permanent SHA-256-anchored verification URLs, and their clearing agents reference those URLs in the SAD500 customs declaration.
cofc is Africa's first independent CoC vault. It is operated by LinkDaddy LLC (Florida, USA) — independent of the importer, SABS, NRCS, and SARS.
What an Online CoC Registry Does
Hashing, Permanent URLs, and Independent Vault
An online CoC registry does more than store a PDF. When an importer uploads a CoC PDF to cofc, the platform computes a SHA-256 hash of the document — a mathematical fingerprint that makes any subsequent modification detectable. The hash is stored immutably. Any modification to the PDF after upload produces a different hash, making the modification detectable.
The platform then issues a permanent verification URL on cofc's domain. The URL cannot be changed by the importer after registration. When the clearing agent includes the URL in the SAD500 and the BMA officer scans the QR code, the URL resolves to the cofc verification page showing all CoC metadata.
How the Registry Connects to Customs Clearance
SAD500, BMA Verification, and the QR Code
The clearing agent includes the verification URL in the SAD500 customs declaration. The SAD500 also contains a QR code that encodes the verification URL. When the goods arrive at a South African port, the BMA officer scans the QR code, which resolves to the cofc verification page.
The verification page shows all CoC metadata: issuing body, issue date, HS code, SANS standards, SHA-256 hash, and verification status. The BMA officer does not receive or open email attachments. The verification is digital and automated.
Why an Independent Registry Is Required
The Self-Witnessing Prohibition
The PVoC programme requires that the CoC documentation record be held by an entity independent of the importer. An importer cannot host their own CoC vault on their own domain — this would constitute self-witnessing, which is prohibited. The documentation record must be held by an independent third party with no commercial interest in the trade. cofc satisfies this requirement as an independent vault operated by a US entity.

Does cofc issue the Certificate of Conformity?
No. The CoC is issued by the inspection body in China (CCIC, SGS, Intertek, or Bureau Veritas) after they inspect your goods. cofc registers the CoC after it has been issued — it does not issue CoCs. The inspection body issues the CoC, cofc registers it and provides the verification URL.
How long does registration take?
Registration is instant. Upload your CoC PDF, pay the minting fee, and receive the permanent verification URL immediately. The entire process takes less than 5 minutes.
What if I need to register multiple CoCs?
Each shipment of Phase 1 goods from Mainland China requires its own CoC registration. The R1,997 onboarding fee is a one-time fee per importer entity. Each CoC registration after that requires a tiered minting fee (0.5%–2% of the CIF value). There is no limit on the number of CoCs you can register.

No. cofc is operated by LinkDaddy LLC, a Florida-registered US entity. It is not affiliated with or endorsed by the SABS, NRCS, SARS, or any agency of the Government of South Africa.
