Programme Overview

Two Countries, One Acronym, Two Separate Programmes

South Africa's PVoC is administered by SABS. Kenya's PVoC is administered by the Kenya Bureau of Standards (KEBS). Both use the same acronym — Pre-Verification of Conformity — because both are modelled on the same international pre-shipment inspection framework. However, they are entirely separate regulatory instruments.

A CoC issued under Kenya's PVoC confirms that goods meet Kenyan Standards (KS). A CoC under South Africa's PVoC confirms that goods meet SANS. These are different standards bodies, different standards, and different certificates.

There is no mutual recognition agreement between SABS and KEBS. A Kenya PVoC CoC presented at SARS Customs will be rejected.

Key Differences

How SA PVoC and Kenya PVoC Differ

The administering bodies differ: SABS for South Africa, KEBS for Kenya. Each body maintains its own list of accredited inspection bodies. Some bodies (Bureau Veritas, SGS, Intertek) are accredited under both programmes but issue separate certificates for each destination country.

The product scope differs. SABS publishes a product scope for South Africa's PVoC. KEBS publishes a separate scope for Kenya's programme. The overlap is significant but the specific standards referenced differ.

The enforcement timeline differs. Kenya's PVoC has been actively enforced since 2005. South Africa's PVoC becomes mandatory on 20 September 2026.

Dual-Market Shipping

Shipping to Both South Africa and Kenya

Exporters shipping regulated goods to both markets must obtain both a South Africa PVoC CoC and a Kenya PVoC CoC for each applicable shipment. A single factory inspection may generate evidence sufficient for both certificate applications if the inspection body is accredited under both programmes.

Importers who source goods for both markets should discuss dual-certification with their inspection body before the first shipment. Establishing a dual-certification workflow upfront is significantly cheaper than retrofitting it after shipments have already been dispatched.

CoC Vault for South Africa-Bound Shipments

CoC Vault is a South Africa-specific compliance platform. It hashes South Africa PVoC CoC PDFs using SHA-256 and mints permanent verification URLs that SARS Customs and BMA officers can check. It does not interact with the KEBS system.

For importers shipping to South Africa, CoC Vault provides a tamper-evident digital record of each South Africa PVoC CoC. The verification URL can be included in SAD 500 documentation and shared with clearing agents.
