PVoC vs SONCAP: South Africa vs Nigeria Pre-Shipment Programmes
South Africa's PVoC and Nigeria's SONCAP are both pre-shipment inspection regimes, but they are administered by different bodies, cover different product scopes, and require separate certificates. A CoC issued under PVoC for South Africa has no standing at Nigerian Customs, and vice versa.

What Is PVoC and What Is SONCAP?
South Africa's Pre-Verification of Conformity (PVoC) programme is administered by SABS and mandates that regulated goods destined for South Africa must be inspected and certified before shipment. The Certificate of Conformity (CoC) confirms that goods meet the relevant SANS standards.
Nigeria's Standards Organisation of Nigeria Conformity Assessment Programme (SONCAP) is administered by the Standards Organisation of Nigeria (SON). It requires a Product Certificate (PC) and a SONCAP Certificate (SC) before goods can clear Nigerian Customs.
Both programmes exist to prevent substandard goods from entering the domestic market, but they operate independently and do not recognise each other's certificates.
Key Differences
How PVoC and SONCAP Differ in Practice
The administering bodies differ: SABS manages PVoC; SON manages SONCAP. The list of approved inspection bodies for each programme is published separately.
Product scope also differs. PVoC covers regulated products listed in the SABS PVoC product scope. SONCAP covers a separate SON-defined list. Some product categories appear on both lists; others appear on only one.
The certificate format differs. A PVoC CoC is a single document issued per shipment. SONCAP requires two documents: a Product Certificate (valid 12 months, tied to the product model) and a SONCAP Certificate (per shipment).
Enforcement timelines differ. SONCAP has been actively enforced since 2005. South Africa's PVoC becomes mandatory on 20 September 2026.
Dual-Market Shipping
Shipping to Both South Africa and Nigeria
Exporters shipping regulated goods to both markets must obtain both a PVoC CoC and a SONCAP Certificate for each applicable shipment. There is no mutual recognition agreement and no single inspection body issues certificates that satisfy both simultaneously.
If an accredited inspection body is approved under both programmes (Bureau Veritas and SGS operate in both), a single factory inspection may generate evidence used for both certificate applications. However, the certificates are issued separately and fees are charged separately.

How CoC Vault Fits Into Dual-Market Compliance
