Why Does CoC Vault Exist?

The Gap It Fills in the Compliance Chain

The PVoC compliance chain has a gap: inspection bodies issue CoC PDFs, but there is no standardised mechanism for importers to share these PDFs with SARS Customs in a tamper-evident digital format. Paper CoCs can be forged, photocopied, or altered. Email attachments can be replaced. CoC Vault fills this gap by providing a SHA-256 hash-based verification system that makes CoC fraud detectable.

SARS Customs is moving toward digital document verification. CoC Vault's verification URLs are designed to support this digital verification workflow. When a clearing agent includes a CoC Vault verification URL in a SAD 500 declaration, SARS Customs can check the URL to verify that the CoC is authentic and has not been tampered with — without needing to handle a paper document.

CoC Vault also provides a permanent record of all registered CoCs, which is useful for importers who need to demonstrate compliance history to SARS Customs, insurers, or other parties. The 5-year retention requirement for customs records is satisfied by CoC Vault's vault subscription.
