LED lighting products imported into South Africa require a PVoC Certificate of Conformity. LED luminaires, LED modules, LED drivers, and LED retrofit lamps are all regulated goods subject to compulsory SANS standards. From 20 September 2026, LED lighting shipments arriving without a valid CoC will be detained by SARS Customs.

Why LED Lighting Is Regulated

Electrical Safety and EMC Standards

LED lighting products are regulated under the SABS PVoC programme because they are electrical products that pose fire and electrocution risks if they do not meet safety standards. Non-compliant LED products — including those with inadequate insulation, overheating components, or substandard drivers — have caused fires and electrical incidents in South Africa.

The applicable standards include SANS 60598 (luminaires — general requirements and tests), SANS 62031 (LED modules for general lighting — safety specifications), and SANS 61347 (lamp controlgear — general and safety requirements). Electromagnetic compatibility (EMC) standards also apply, requiring that LED products do not cause harmful interference to other electrical equipment.

The South African market has been flooded with non-compliant LED products from low-cost manufacturers. The PVoC requirement for LED lighting is therefore a direct response to documented market failures — products that fail prematurely, overheat, or cause electrical faults.

What LED Products Are Covered

From Retrofit Lamps to Commercial Luminaires

The PVoC CoC requirement applies to a broad range of LED lighting products. LED retrofit lamps (LED bulbs that replace incandescent or CFL lamps) are regulated. LED luminaires (complete light fittings incorporating LED sources) are regulated. LED modules (LED light sources without integrated control gear) are regulated. LED drivers and power supplies for LED lighting are regulated.

LED strip lights and flexible LED modules are also regulated, though the specific standards applicable may differ from those for fixed luminaires. Importers of LED strip lights should confirm the applicable SANS standards with an SABS-accredited inspection body.

The HS codes most commonly associated with LED lighting include 9405.40 (other electric lamps and lighting fittings), 8543.70 (other electrical machines and apparatus), and 8541.40 (photosensitive semiconductor devices including solar cells). Importers should verify the correct HS code for their specific product with their clearing agent.

How to Obtain a PVoC CoC for LED Lighting

To obtain a PVoC CoC for LED lighting products, contact an SABS-accredited inspection body and provide them with the product specifications, applicable SANS standards, and planned shipment details. The inspection body will assess the products against the relevant standards and issue a CoC if they comply.

For LED lighting, the inspection typically involves a review of the manufacturer's test reports from an accredited testing laboratory. The test reports must cover the applicable SANS standards for safety and EMC. In some cases, the inspection body may require additional testing or a factory inspection.

Importers who source LED products from multiple manufacturers should obtain a separate CoC for each manufacturer's products. A CoC issued for one manufacturer's LED luminaire does not cover another manufacturer's product, even if the products appear identical.

Managing PVoC for Frequent LED Shipments

Importers who ship LED lighting products frequently should establish a standing certification arrangement with an SABS-accredited inspection body. Once a product model has been certified and the test data is on file, repeat certifications for the same model are faster and less expensive than first-time certifications.
