Mattress Imports South Africa: PVoC CoC Requirement
Mattresses imported into South Africa require a PVoC Certificate of Conformity. They are regulated goods subject to compulsory SANS standards for flammability and material safety. From 20 September 2026, mattress shipments arriving without a valid CoC will be detained by SARS Customs.
Why Mattresses Are Regulated
Flammability and Material Safety Standards
Mattresses are regulated under the SABS PVoC programme because of the fire risks associated with non-compliant mattresses. Mattresses that do not meet flammability standards can ignite quickly and produce toxic smoke, contributing to fire fatalities. The South African fire safety standards for mattresses are designed to reduce the risk of mattress-related fires in residential properties.
The applicable standards include SANS 1019 (requirements for mattresses and mattress bases) and SANS 10177 (fire testing of materials, components, and elements of buildings). These standards set requirements for flammability, foam density, spring specifications, and other physical properties.
The South African market has seen significant volumes of non-compliant mattresses, particularly from low-cost manufacturers. These products often use substandard foam that does not meet flammability requirements and may contain restricted substances. The PVoC requirement for mattresses is a direct response to these market failures.
What Types of Mattresses Are Covered
Foam, Spring, and Hybrid Mattresses
The PVoC CoC requirement applies to all types of mattresses. Foam mattresses (including memory foam, latex foam, and polyurethane foam) are regulated. Spring mattresses (including innerspring, pocket spring, and continuous coil) are regulated. Hybrid mattresses (combining foam and spring elements) are regulated.
Mattress toppers and mattress pads may also be regulated, depending on their construction and the applicable SANS standards. Importers of mattress toppers should confirm the applicable standards with an SABS-accredited inspection body.
The HS codes most commonly associated with mattresses include 9404.21 (mattresses of cellular rubber or plastics) and 9404.29 (other mattresses). Importers should verify the correct HS code for their specific product with their clearing agent.
The Inspection and Certification Process
How to Obtain a PVoC CoC for Mattresses
To obtain a PVoC CoC for mattresses, contact an SABS-accredited inspection body and provide them with the product specifications, applicable SANS standards, and planned shipment details. The inspection body will assess the mattresses against the relevant standards and issue a CoC if they comply.
For mattresses, the inspection typically involves a review of the manufacturer's test reports from an accredited testing laboratory. The test reports must cover the applicable SANS standards for flammability and physical properties. In some cases, the inspection body may require a factory inspection to verify that the manufacturing process consistently produces compliant products.
Mattress certifications are typically product-model specific. A CoC issued for one mattress model does not cover another model, even if they appear similar. Importers who import multiple mattress models should obtain separate CoCs for each model.
Furniture Importers and the 2026 Deadline
Compliance Planning for Furniture Supply Chains
Mattress importers who have been importing without PVoC CoCs must obtain CoCs for all future shipments before 20 September 2026. The furniture sector — including mattresses and mattress bases — is one of the regulated product categories under the SABS PVoC programme.
Importers who source mattresses from multiple manufacturers should establish certification relationships with each manufacturer's preferred inspection body. Some manufacturers have already obtained SANS certifications for their products and can provide test reports to the inspection body, which speeds up the CoC application process.
CoC Vault provides a centralised digital record of all mattress CoCs. Each CoC PDF is hashed and a permanent verification URL is minted. The verification URL can be included in SAD 500 documentation and shared with clearing agents.
Do mattresses need a PVoC CoC?
Yes. Mattresses are regulated goods under the SABS PVoC programme. They are subject to compulsory SANS standards for flammability and material safety. A PVoC CoC from an SABS-accredited inspection body is required before shipment.
Which SANS standards apply to mattresses?
The primary standards include SANS 1019 (requirements for mattresses and mattress bases) and SANS 10177 (fire testing of materials). The specific standards depend on the mattress type and construction.
Do mattress toppers need a PVoC CoC?
Mattress toppers may be regulated, depending on their construction. Confirm the applicable standards with an SABS-accredited inspection body.
What HS codes are used for mattresses?
Common HS codes include 9404.21 (mattresses of cellular rubber or plastics) and 9404.29 (other mattresses). Confirm the correct HS code with your clearing agent.
When does PVoC enforcement become mandatory for mattresses?
20 September 2026. From that date, SARS Customs will check for valid PVoC CoCs on all regulated goods, including mattresses.
