Smart Home Device Imports South Africa: PVoC CoC Requirements
Smart home devices imported into South Africa — including smart plugs, smart switches, smart lighting controllers, home automation hubs, and Wi-Fi-enabled electrical accessories — require a PVoC Certificate of Conformity. They are regulated electrical products subject to compulsory SANS standards for electrical safety and electromagnetic compatibility. From 20 September 2026, smart home device shipments without a valid CoC will be detained by SARS Customs.
Why Smart Home Devices Are Regulated
Electrical Safety and EMC
Smart home devices are regulated because they are electrical products that connect to the mains supply and, in many cases, to the internet and other wireless networks. Non-compliant smart home devices can cause fires (from overheating or short circuits), electrocution (from inadequate insulation), and electromagnetic interference (from non-compliant radio frequency emissions).
The applicable standards include SANS 62368 (audio/video, information and communication technology equipment — safety requirements) and SANS 60884 (plugs and socket-outlets for household and similar purposes). Smart home devices with wireless connectivity (Wi-Fi, Zigbee, Z-Wave) may also require ICASA type approval for their radio frequency emissions.
The smart home device market in South Africa is growing rapidly, driven by load shedding awareness and energy management needs. This has attracted significant volumes of non-compliant products from low-cost manufacturers.
Types of Smart Home Devices Covered
From Smart Plugs to Home Hubs
Smart plugs and smart power strips are regulated. Smart switches and smart dimmers are regulated. Smart lighting controllers and smart LED bulbs are regulated. Home automation hubs and controllers are regulated. Smart doorbells and smart security cameras with power supplies are regulated.
The HS codes most commonly associated with smart home devices include 8536.50 (switches for a voltage not exceeding 1,000 V), 8543.70 (other electrical machines and apparatus), and 9405.40 (other electric lamps and lighting fittings).

The Certification Process
How to Obtain a PVoC CoC
To obtain a PVoC CoC for smart home devices, contact an SABS-accredited inspection body and provide them with the product specifications, applicable SANS standards, and planned shipment details. The inspection typically involves a review of test reports from an accredited testing laboratory against SANS 62368 and other applicable standards.
Once the inspection body issues a CoC PDF, register it on CoC Vault to create a tamper-evident digital record and permanent verification URL for use in SAD 500 customs declarations.
