PVoC South Africa vs INMETRO Brazil: Shipping to Both Markets
South Africa's PVoC programme and Brazil's INMETRO (National Institute of Metrology, Quality and Technology) conformity assessment programme are both pre-shipment inspection regimes. They are administered by different bodies, cover different product scopes, and require separate certificates. Exporters shipping to both markets must obtain both.
What INMETRO Is
Brazil's Conformity Assessment Programme
INMETRO (Instituto Nacional de Metrologia, Qualidade e Tecnologia) is Brazil's national metrology, quality, and technology institute. INMETRO administers Brazil's conformity assessment programme, which requires that regulated goods destined for Brazil be certified against Brazilian technical standards (ABNT NBR standards) before they can be sold in the Brazilian market.
INMETRO's programme covers a range of regulated product categories, including electrical and electronic equipment, toys, personal protective equipment, and other consumer goods. The specific product scope and certification requirements differ from South Africa's PVoC programme.
INMETRO certification is typically a product-level approval (similar to a type approval) rather than a per-shipment certificate. Once a product model is certified under INMETRO, it can be imported into Brazil without a per-shipment inspection, subject to the validity of the certification.

PVoC vs INMETRO
The most significant difference is the certification model. PVoC issues a per-shipment CoC for each consignment of regulated goods. INMETRO typically issues a product-level certification that covers all shipments of a specific product model. This means that INMETRO certification is a one-time cost per product model, while PVoC is a recurring cost per shipment.
The applicable standards also differ. PVoC enforces SANS standards (South African National Standards). INMETRO enforces ABNT NBR standards (Brazilian standards). These are different standards bodies with different requirements, even for similar product categories.
There is no mutual recognition agreement between SABS and INMETRO. A PVoC CoC has no standing in Brazil, and an INMETRO certification has no standing in South Africa.
Dual-Market Shipping
Exporting to Both South Africa and Brazil
Exporters shipping regulated goods to both South Africa and Brazil must obtain both a PVoC CoC (per shipment) and an INMETRO certification (per product model). Some inspection bodies are accredited under both programmes and can assist with both certifications, though the certificates are issued separately.
For exporters who ship large volumes to Brazil, the product-level INMETRO certification model may be more cost-effective than PVoC's per-shipment model. For South Africa, the per-shipment CoC is the only option under the current PVoC programme structure.
