Dual-Market Guide

PVoC vs INMETRO for SA Exporters Shipping to Both Markets

Exporters who ship regulated goods to both South Africa and Brazil face two separate conformity assessment requirements: PVoC CoCs (per shipment, for South Africa) and INMETRO certifications (per product model, for Brazil). This guide explains how to manage both requirements efficiently.

Understanding the Two Requirements

PVoC vs INMETRO Side by Side

PVoC (South Africa): A per-shipment Certificate of Conformity issued by an SABS-accredited inspection body. Required for each consignment of regulated goods destined for South Africa. Cost: inspection fee (USD 200–800) + CoC Vault minting fee (2%/1%/0.5% of CIF value).

INMETRO (Brazil): A product-level certification issued by an INMETRO-accredited certification body. Required for each regulated product model destined for Brazil. Valid for a period (typically 1–3 years). Cost: certification fee (varies by product category) + annual maintenance fees.

The key difference is the certification model. PVoC is per-shipment; INMETRO is per-product-model. For exporters who ship large volumes, the INMETRO model may be more cost-effective per shipment, but the upfront certification cost is higher.

Coordinating the Two Processes

Efficiency Strategies

Some inspection bodies are accredited under both the SABS PVoC programme and the INMETRO programme. Working with a dual-accredited inspection body can reduce the total inspection cost by coordinating factory visits and sharing test evidence across both certification applications.

Contact Bureau Veritas, Intertek, SGS, or TÜV Rheinland and ask whether they are accredited under both programmes for your specific product category. If they are, request a coordinated inspection quote that covers both PVoC and INMETRO requirements.

Even with a coordinated inspection, the certificates are issued separately — a PVoC CoC for South Africa and an INMETRO certification for Brazil. The coordination reduces the inspection cost but does not eliminate the need for both certificates.

Timeline Differences

Planning Your Compliance Calendar

PVoC certifications are per-shipment and must be obtained before each shipment. Plan for 2–4 weeks lead time for first-time certifications and 1–2 weeks for repeat certifications of the same product model.

INMETRO certifications are per-product-model and are obtained once (with periodic renewal). The initial INMETRO certification process can take 3–6 months for complex products. Plan accordingly when entering the Brazilian market.

The South Africa PVoC enforcement deadline of 20 September 2026 is the immediate priority. Ensure PVoC compliance is in place before focusing on INMETRO certification for Brazil.

Managing PVoC CoCs Digitally

CoC Vault provides digital record management for PVoC CoCs. Each CoC PDF is hashed and a permanent verification URL is minted. The URL can be included in SAD 500 documentation for SARS Customs.

INMETRO certifications for Brazil are managed separately through the INMETRO system. CoC Vault does not currently support INMETRO certification management.

Do I need both PVoC and INMETRO for dual-market shipping?

Yes. PVoC is required for South Africa; INMETRO is required for Brazil. There is no mutual recognition between the two programmes.

Can the same inspection body handle both PVoC and INMETRO?

Some inspection bodies are accredited under both programmes. Contact Bureau Veritas, Intertek, SGS, or TÜV Rheinland to confirm their dual accreditation for your product category.

Which should I prioritise — PVoC or INMETRO?

PVoC has an immediate enforcement deadline of 20 September 2026. Prioritise PVoC compliance first, then address INMETRO certification for Brazil.

How long does INMETRO certification take?

The initial INMETRO certification process can take 3–6 months for complex products. PVoC first-time certifications take 2–4 weeks.

Does CoC Vault support INMETRO certifications?

No. CoC Vault is a South Africa-specific platform for PVoC CoCs. INMETRO certifications are managed separately.
